White House Rule Would Give States Freedom To Meet Emission Limits

(Undated) -- The Obama administration reportedly wants to give states flexibility in meeting new goals for reducing carbon emissions from power plants. The "Wall Street Journal" reports that President Obama will announce a proposal next week to let states use cap-and-trade arrangements, renewable energy, and other approaches to lower carbon emissions from existing power facilities. The proposal would give states freedom to see that the goals are achieved, rather than putting emissions limits on individual power plants. Obama is expected to announce the proposal next Monday.
