Garcetti announced his proposal today at a Labor Day rally in South Los Angeles. He says raising the wage to 13-dollars-and-25-cents per hour by 2017 would enable residents to rise above the poverty level. His plan calls for the wage to increase to ten-dollars-and-25-cents in 2015, then to eleven-dollars-and-75-cents the next year, topping out at 13-dollars-and-25-cents in 2017. The current minimum wage in the city is nine-bucks an hour.
